Your Travel Rights: Credit Card Fee Surprises

QUESTION: To avoid carrying a large amount of cash on my recent trip overseas, my husband and I decided to rely upon our credit cards when we bought souvenirs and paid for meals and drinks. We got some nasty surprises when our credit card statements arrived! First, a couple of suppliers like the car rental company (a major American brand name) charged us 2.5 percent extra because we’d asked to be billed in dollars, not the local currency. Then, on top of those add-ons, our bank added another 1 percent “international service charge!” Are these fees legal?
